Les 325 organisations (et organisations d’escalade) énumérées au bas de cet article en font la promotion, et ont rejoint 17 717 personnes (jusqu’à présent) pour signer une pétition en sa faveur à l’adresse http://cop26.info

Nous sommes nombreux à le crier à tue-tête depuis des années et des années, à écrire sur le sujet, à réaliser des vidéos sur le sujet, à organiser des conférences sur le sujet. Pourtant, elle est inéluctablement inconnue.

A l’attention de : Participants à la Conférence des Nations Unies sur le changement climatique COP26, Glasgow, Écosse, 1-12 novembre 2021
À la suite des demandes de dernière minute formulées par le gouvernement américain lors de la négociation du traité de Kyoto en 1997, les émissions de gaz à effet de serre des militaires ont été exclues des négociations sur le climat. Cette tradition s’est poursuivie.
L’accord de Paris de 2015 a laissé la réduction des émissions de gaz à effet de serre militaires à la discrétion de chaque nation.
La Convention-cadre des Nations Unies sur les changements climatiques oblige les signataires à publier leurs émissions annuelles de gaz à effet de serre, mais la déclaration des émissions militaires est volontaire et souvent non incluse.
L’OTAN a reconnu le problème mais n’a pas créé d’exigences spécifiques pour le résoudre.
Il n’existe aucune base raisonnable pour cette lacune béante. La guerre et les préparatifs de guerre sont d’importants émetteurs de gaz à effet de serre. Toutes les émissions de gaz à effet de serre doivent être incluses dans les normes obligatoires de réduction des émissions de gaz à effet de serre. Il ne doit plus y avoir d’exception pour la pollution militaire.
Nous demandons à la COP26 de fixer des limites strictes d’émissions de gaz à effet de serre qui ne fassent pas d’exception pour le militarisme, qui prévoient des exigences de déclaration transparentes et une vérification indépendante, et qui ne reposent pas sur des systèmes de « compensation » des émissions. Les émissions de gaz à effet de serre des bases militaires d’un pays à l’étranger doivent être entièrement déclarées et imputées à ce pays, et non au pays où se trouve la base.

C’est ça. C’est l’idée. Inclure ce qui, pour de nombreux pays, est leur principale forme de destruction du climat dans les accords par lesquels ils prétendent réduire la destruction du climat. Ce n’est pas sorcier, même si cela pourrait impliquer de réorienter certains financements vers d’autres domaines.
Mais nous avons affaire ici à des faits brumeux, des faits parfaitement disponibles et pourtant apparemment impossibles à faire connaître à un pourcentage significatif de personnes.
Nous avons quelques idées sur la façon de résoudre ce problème.
L’une d’elles consiste à emmener la pétition et toute notre énergie et notre créativité à Glasgow pour la conférence COP26, en collaboration avec l’organisation extraordinaire CODEPINK, qui attire l’attention.
Une autre consiste à faire de même pour les événements précédant la COP26 qui auront lieu très prochainement à Milan, en Italie.
Enfin, nous encourageons les groupes et les individus à organiser des événements pour faire passer ce message, où que vous soyez sur Terre, lors de la grande journée d’action à Glasgow le 6 novembre 2021. Des ressources et des idées d’événements sont disponibles ici .
